MONSEY - A 21-year-old man has been charged with having oral sex with two 14-year-old boys inside a car, Ramapo police said yesterday.

A Ramapo officer found Tuvya Rokach in a car with the two boys at 8:15 p.m. Tuesday, police said.

The car was parked at the closed-down Rockland Drive-In on Route 59 in Monsey.

"A Ramapo police officer on patrol observed suspicious activity in the car," Detective Sgt. John Lynch said.

The two boys live in Monsey and Rokach was staying in the community.

Police charged Rokach with second-degree criminal sexual act, a felony, and misdemeanor counts of third-degree sexual abuse and endangering the welfare of a child.

Lynch said Rokach gave arresting officers addresses in Ramapo, Brooklyn and Toronto, Canada.

Rokach also is being investigated by police in Toronto, apparently where he had lived before coming to Monsey, police said.

Police don't know when Rokach moved to Rockland.

Lynch said detectives also were working with federal immigration officials to determine Rokach's legal status in the United States.

"We believe he's a citizen of Canada," Lynch said. "We're trying to verify that."

Rokach was arraigned on the charges yesterday afternoon by Ramapo Justice Rhoda Schoenberger.

She ordered Rokach held in the county jail on $150,000 bail. He has not entered a plea to the charges.

Rokach is scheduled to return to Justice Court on Monday, pending an indictment by a grand jury.

He has not yet entered a plea to the charges.

Someone emailed me that Rokach's father is a rabbi in Toronto and principal of Associated Hebrew School. He first had a shul near the old campus of Yeshiva Ner Yisrael and currently leads the Country Shul on Bathurst Street across the street from the new Ner Yisrael campus.

I would reach out to the 21 year old in this situation and try to treat him as a victim. There must be some sort of trauma that he either went through or is currently undergoing that caused him to act this way. Certainly, treating him as opposed to merely punishing him will prevent him from doing this again. If he is doing this at the young age of 21, I shudder to think where he will bottom out in another 20 years of uncontrolled deviancy.

Are you aware that when someone is 21 that they are considered an adult?

I agree he needs treatment. The best sex offender treatment happens behind bars.

I agree, look at the case of Shmuel Juravel. He started molesting when he was a teenager. He was just sent to a federal prison for almost 22 years. He was 29.

I wonder how old Tuvya Rokach was? Do you really want to believe this is his first offense? How many times did he get away before he was caught?

I understand that a 21 year old is an adult. So is an 18 year old. And according to halacha, so is a 13 year old. But emotional maturity and sophisticated awareness of responsibility kick in at later times for each person. This guy is just a kid.

Of course this person should be punished. After all, even if an 8 year old does something bad, he gets punished. But the parent/teacher should punish (push away) with the left and rehabilitate (draw close) with the right.

This 21 year old is probably not fully developed on some level, in addition to having some deviancies. It would be nice if the judge sentencing him would recognize that.

Let's face it. He is not receiving a life sentence of solitary confinement. It is in our own best interest to make the effort to deconstruct and reconstruct his psyche. His parents and community should step up to the plate, sure, but so do we.

If we send him to jail for a few years and throw away the key, we will be worse off for it in the future. When this guy turns 29 he should be an asset to the community, not someone facing a 22 year sentence with countless families left grieving.

Think people. Look at the big picture. Think outside the box. Strive for solutions. We can make the world a better place.

There is something to be said for immaturity. They take that into account in shamayim and lehavdil, even right-wing Republican senators said to go somewhat easy on Johnny Walker, the 20 year old Taliban nut from Marin, California.

Of course these people must be punished at some level, just not at the same level as older offenders.

Boro Park & Williamsburg update

Two seven-year-old girls were hospitalized after one was kissed and fondled in an alleyway in the Williamsburg section of Brooklyn.

The assault brought a massive police response to 135 Ross Street just after 9 p.m. The girls were taken to Long Island College Hospital to be evaluated.
Eyewitness News has learned the girls, who have not yet been interviewed by sex crimes detectives, said that they were approached by a Hispanic man. The man coerced one of the girls into the alleyway, where the victim said he kissed and fondled her.

The girl's father, apparently stumbled on the attack and chased the suspect into the street.

Police say the man jumped into a dark SUV and drove off, as the father tried to hold on to the vehicle's door. The father may have caused some damage to the door as the driver sped off.

Police quickly called a Level 1 mobilization and a large number of officers responded to search for evidence. The incident stirred fear in the tight-knit neighborhood, where kids often play in the streets unattended by parents but always under the watchful eye of neighbors.

Meanwhile, one man, 41-year-old Alfigo Herrara, was charged with endangering the welfare of a child and public lewdness for one of a string of as many as five attempted abductions in nearby Borough Park during April and May. The others remained unsolved.

There was initially not enough detail to determine if this assault fit any existing patterns.
